Capital allocation across a group is a competition between plant managers, and it correlates with who argues best rather than what is closest to failing.

We build cases from measured degradation and the consequence of failure: what it costs when this stops, how long before it does, and what the confidence interval on that is. Ranked that way, the queue often looks different from the one submitted.

Finance directors accept this more readily than engineers expect, because it is the first version of the request that carries evidence rather than assertion. It also survives the question of what happens if the spend is deferred a year.
