OEE is defined differently at every plant that reports it. One counts planned maintenance as downtime, another does not. One measures quality losses at final inspection, another at the line. Comparing them produces an argument rather than a decision.
We agree the definitions once, in writing, and then compute them identically everywhere from plant data rather than from submitted figures. Availability, performance and quality are separated so a falling number points at a cause instead of a plant.
The uncomfortable part is usually the first month, when a site's real OEE turns out lower than the figure it had been reporting. That gap is the value of the exercise, not a fault in it.
