Maintenance budgets are set as a percentage of asset value or of last year, and spent according to what breaks. Nobody can say which portion prevented a failure and which followed one.
We separate the two across sites and equipment classes, and analyse spend against outcome — availability, failure frequency, downtime cost. A plant spending more with better availability is doing something right; one spending more with worse availability has a different problem entirely.
