Technology assessment is usually conducted by someone who sells the technology, which produces a predictable answer.
We assess options on demonstrated capability — what a system measures, at what accuracy, what it exports, what it costs to run at year five, and what happens when the vendor is replaced. Claims are tested against reference sites and specifications rather than accepted from a brochure.
We state where a competitor's product is the better fit, and we do so in writing. An assessment that always concludes in favour of the assessor is not an assessment, and any procurement team worth its salary knows that.
