Commissioning is where a project is declared finished, and the declaration is usually made by whoever is paid on completion. That is a poor arrangement for the client.
We commission against acceptance criteria agreed in writing before installation, test each one, and document the result including the ones that needed rework. Handover includes what the operators need to run the system rather than only what the contract requires — a distinction most handover packs fail on, which is why so many systems fall into disuse within a year.
