A consent runs to dozens of conditions. Most plants monitor the ones that are obvious and assume the rest are covered, and the first indication otherwise is an inspection.
We read the consent, list every condition it carries, and check each against what is actually measured, at what point, at what frequency, with what evidence retained. The output is a gap list ranked by exposure. It is an uncomfortable document, which is the point: a gap you know about is a plan, and one you do not is a notice.
