An energy bill tells you what was spent. It cannot tell you which line consumed it, whether consumption per tonne is rising, or which of three identical machines is worst.
We meter at the point of use, normalise to output, and quantify the losses that are usually estimated: compressed air leakage, steam trap failure, motor loading, idle running. Each finding carries a measured saving and a payback period. A recommendation without a number attached is an opinion, and plants have plenty of those already.
